01 Policy & Urban Renewal
Three authorities introduce mortgage interest subsidies, offering first-home buyers 1 percentage point of support for up to five years
The Ministry of Finance, the People's Bank of China and the National Financial Regulatory Administration have introduced a residential mortgage interest subsidy policy, effective for one year from 1 October. It covers newly issued commercial mortgages for first homes with a floor area of no more than 120 sqm and a transaction price of no more than RMB 1.5 million. Eligible loans receive an annual subsidy of 1 percentage point for up to five years, with subsidised principal capped at RMB 1 million per household.
The central and local governments share the subsidy cost at 90% and 10%, respectively. Participating banks deduct the subsidy directly from monthly payments, with no separate application required. Fiscal support directly reduces first-home buyers' monthly payments, while the area, price and principal caps define the scope of eligibility. For lower-priced residential projects, the subsidy may strengthen purchasing power and reduce reliance on additional developer discounts to support sales.
Urban renewal plan for the 15th Five-Year Plan period is published, supporting existing-asset renewal through special-purpose bonds, REITs and transitional changes of use
The National Development and Reform Commission has publicly released the previously issued urban renewal plan for the 15th Five-Year Plan period. It targets significant progress by 2030 and prioritises inspections of urban residential compounds built more than 20 years ago.
On financing, eligible projects may use local government special-purpose bonds as project capital and receive support through infrastructure REITs, asset-backed securities, corporate bonds and medium-term notes. On land use, existing buildings meeting safety and other requirements may benefit from a transitional period of up to five years for changes of use.
The plan emphasises market-based operation and no additional hidden local government debt. Financing and exit routes for the renovation of older retail, office, factory and residential properties are becoming clearer, while stable operating capability remains a prerequisite for applying capital-market instruments.
Shanghai implements new housing sales rules, with presales after structural completion and a lead-bank system reshaping development schedules
Shanghai's housing and urban-rural development authorities and other departments have issued implementation measures. For residential sites whose sale announcements were newly published after 28 August, projects must generally reach completion of the main structure before presales. Presale proceeds are supervised throughout the process, with restrictions lifted following comprehensive completion acceptance. Existing projects have a transition period through the end of 2027.
Buyer deposits may not exceed 3% of the home price, and mortgages must be disbursed after completion acceptance has been filed. Development financing is coordinated by a single lead bank or a syndicate it leads. At least 50% of the land purchase price may be paid within 30 days, with the balance generally due within one year; eligible cases may receive a further one-year extension without interest.
Shanghai plans 250,000 to 270,000 additional affordable rental homes, expanding supply through existing-home acquisitions and office conversions
Shanghai's local financial administration disclosed that during the 14th Five-Year Plan period the city secured 612,000 affordable rental homes and brought 404,000 into supply. It plans a further 250,000 to 270,000 homes in the 15th Five-Year Plan period, together with 120,000 beds for urban construction and management workers. New supply will place greater emphasis on central urban areas, activating existing assets through acquisitions of existing homes and office-building conversions.
By the end of August, nine affordable rental housing REITs had listed nationwide, including three with underlying assets in Shanghai. Relevant products recorded H1 2026 distribution yields of approximately 3.27% to 3.48%. Linking acquisition and renovation, professional operation and exits through publicly offered REITs provides a new route for well-located residential and office assets with low operating efficiency.
Nanjing expands housing provident fund withdrawal options, allowing up to RMB 150,000 per home for renovation
Nanjing has introduced housing provident fund withdrawals for owner-occupied home renovations and property management fees. With renovation contracts, invoices and other supporting documents, eligible households may withdraw an assessed amount of up to RMB 1,000 per sqm, capped at RMB 150,000 per home in aggregate. A single application must be made within one year of the invoice date.
Property management fees may be withdrawn annually, with a cap of RMB 5,000 where invoices are provided and RMB 1,000 without invoices. Online appointments opened on 20 September, while in-person processing starts on 9 October.
02 Market Updates
New-home transactions across 50 cities stabilise month on month but remain down about 20% year on year; existing homes show greater resilience
A September market report published by China Real Estate Information Network shows that new commercial residential transaction area in 50 monitored cities totalled approximately 10.2 million sqm, up 2.4% month on month but down 20.1% year on year. The cumulative decline over the first nine months was 11.1%. Beijing recorded approximately 500,000 sqm, up 35.3% month on month and 19.5% year on year; Shanghai recorded approximately 360,000 sqm, down 27.0% month on month and 25.8% year on year.
Over the same period, existing-home transaction area across 20 key cities reached approximately 14.11 million sqm, down 2.2% month on month but up 3.1% year on year. September has not produced a broad-based surge in activity. New homes remain constrained by supply schedules and purchasing power, while existing homes maintain relative stability through price adjustments and the ability to move in immediately.
Land transactions across 50 cities total approximately RMB 98.1 billion, with core sites lifting average land prices by 35.1% year on year
In September, commercial-purpose land supply across 50 key cities represented approximately 28.89 million sqm of planned floor area, up 130% month on month. Transacted planned floor area was approximately 11.81 million sqm, up 23.4% month on month but down 41.6% year on year. Transaction value totalled approximately RMB 98.105 billion, down 8.5% month on month and 21.1% year on year.
Transactions became more concentrated in higher-tier cities and core locations. The average land price per unit of permitted floor area reached RMB 8,308 per sqm, up 35.1% year on year, with an average premium of 8.89%. Shanghai's monthly transaction value was approximately RMB 22.463 billion, versus RMB 10.995 billion in Beijing. Falling transaction volumes alongside rising unit prices indicate continued divergence, with cash-rich developers replenishing holdings around core assets offering greater certainty.
Three Shanghai residential sites sell for RMB 12.911 billion, with the highest premium reaching 29.65%
Shanghai completed the sale of three residential sites with a combined land area of approximately 71,600 sqm and planned floor area of approximately 179,000 sqm, for a total of RMB 12.911 billion. China Overseas Land & Investment acquired the Laoximen site in Huangpu at the reserve price of RMB 3.888 billion, equivalent to approximately RMB 96,900 per sqm of permitted floor area. The Zhongxing Community site in Jing'an sold for RMB 7.050 billion, equivalent to approximately RMB 69,600 per sqm, at a premium of 5.48%; another site attracted a 29.65% premium.
Demand varied considerably within the same batch. Scarcity in core locations continues to support high-value transactions, while developers' bids depend on site scale, product positioning and expected selling prices. The market continues to prioritise strong locations and exercise caution elsewhere.
China Merchants Shekou, Nanshan and Binjiang jointly acquire Shanghai's Gumei site at a 24.44% premium after 177 bidding rounds
Shanghai sold four residential sites for a combined approximately RMB 15.969 billion. After 177 bidding rounds, a consortium of China Merchants Shekou, Nanshan Holdings and Binjiang Group acquired the Gumei site in Minhang for RMB 6.416 billion, at a premium of 24.44% and approximately RMB 63,800 per sqm of permitted floor area. This marks Binjiang Group's return to Shanghai's public land market after 11 years.
The site was among the first residential parcels sold following the release of Shanghai's housing sales implementation measures. The high premium reflects the appeal of established residential districts, while joint acquisitions illustrate developers' preference for sharing equity funding and development risk as capital is tied up for longer.
03 Project Updates
Several Shanghai upgrade-oriented residential launches sell out; 281 Xujing homes attract 1,364 registrations
Several mid-market, upgrade-oriented residential projects in Shanghai achieved concentrated sales in late September. A Xujing project launched 281 homes on 28 September at a filed average price of approximately RMB 62,800 per sqm, attracting 1,364 registrations. Following eligibility checks, 525 households entered the allocation lottery, and the launch sold out that day. Xiangyu Jinmao Manjia's 135 homes and Senlan Yuexiu Tianyu's 147 homes also sold out on 25 and 26 September, respectively.
From 21 to 27 September, Shanghai's new-home transaction area reached approximately 89,100 sqm, up 3.13% week on week, while supply totalled approximately 158,200 sqm, up 152.81%.
Guangzhou's "Brewery 1985" opens after renewal, with RMB 4.7 billion invested in a mixed-use commercial community
"Brewery 1985", created through the renewal of the former Zhujiang Brewery site, has opened. The project occupies approximately 69,000 sqm, with total floor area exceeding 210,000 sqm after conversion and total investment of approximately RMB 4.7 billion. The retail space "Zhujiang Yunshou", converted from the former packaging workshop, covers approximately 36,000 sqm and introduced more than 60 brands in its first phase.
Combining industrial heritage, cultural exhibitions, food and beverage, retail and offices, the project draws on public space along the Pearl River to create a destination for visitors. Its investment scale and phased operation indicate that returns from industrial renewal depend on more than rental uplifts: they also require the effective reuse of historical settings, programming and activities, and the realisation of surrounding district value.
04 Corporate Updates
Sale of a controlling stake in Evergrande Property Services enters exclusive negotiations, provisionally until 27 October
Following a tender process initiated by China Evergrande's liquidators for the sale of their Evergrande Property Services shares, the potential sellers and selected potential buyer agreed to exclusive negotiations, provisionally until 27 October. Due diligence and discussions on definitive transaction documents will continue during the period. The announcement emphasises that no binding sale and purchase agreement has been signed and completion remains uncertain.
Evergrande Property Services has independently generated operating cash flow and a substantial managed-property footprint. The control transaction concerns both liquidation recoveries and the valuation of a large property management platform following separation from parent-company risk. A potential buyer's final bid will focus on impairment of related-party receivables, project quality, fee collection rates and the ability to win new business.
Jin Jiang Hotels proposes RMB 811 million acquisition of minority stakes in two subsidiaries, consolidating the Vienna brand platform
Jin Jiang Hotels' board has approved a proposed acquisition from Huang Deman of 10% stakes in each of Vienna Hotels Co., Ltd. and Shenzhen Baisuicun Catering Chain Co., Ltd., for total consideration of approximately RMB 811 million.
Completion would further concentrate ownership in both companies, reduce the allocation of earnings to minority shareholders and strengthen coordination across brands, membership programmes and operating resources, while requiring a one-off cash outlay. Against rising industry supply and divergent hotel-level performance, the transaction's value depends on whether future earnings and management synergies can justify the acquisition premium.
05 Overseas Updates
Shorea Capital acquires The Pemberton in Sheung Wan, proposing conversion of the entire commercial building into student accommodation
Shorea Capital has acquired The Pemberton in Hong Kong's Sheung Wan through a receivership sale, for a reported approximately HK$430 million to HK$440 million. The 24-storey property has total floor area of approximately 58,000 sq ft and is near Sheung Wan MTR station and the University of Hong Kong. The buyer has applied to convert it into student accommodation; the detailed scheme remains subject to approval.
The transaction combines a university-adjacent location with control of the entire building to reposition a weak commercial asset into undersupplied student housing. If approved, bed density, fire safety and common-area investment, academic-year leasing patterns and the operating brand will directly affect returns, offering a value-enhancement reference for similar older commercial buildings.
Hong Kong residential transactions fall approximately 40% quarter on quarter, while Grade A offices record 412,400 sq ft of net absorption
Cushman & Wakefield reports approximately 13,240 Hong Kong residential transactions in the third quarter, down approximately 40% quarter on quarter and 21% year on year. Residential prices fell a cumulative 0.8% in July and August but remained up 7.0% over the first eight months.
Commercial real estate performance diverged, with Grade A offices recording approximately 412,400 sq ft of net absorption in the third quarter. The agency expects full-year 2026 rents could rise 5% to 7%. Residential activity cooled following an earlier rebound, reflecting renewed purchasing-power constraints from changing interest-rate expectations and price recovery; offices benefited from tenant relocations and demand in core districts.
Hyatt Regency Hong Kong, Tsim Sha Tsui reportedly in sale talks at approximately HK$3 billion; 381-room asset could pass to UOL Group
Market reports indicate that New World Development and the Abu Dhabi Investment Authority, each holding 50% of Hyatt Regency Hong Kong, Tsim Sha Tsui, are negotiating a sale to Singapore's UOL Group at a property valuation of approximately HK$3 billion. Located at 18 Hanoi Road, the hotel has 381 rooms in Tsim Sha Tsui's core tourism and commercial district.
At the time of reporting, talks were ongoing and no definitive sale arrangement had been reached. If completed, the transaction would reflect institutional demand for Hong Kong hospitality assets and New World Development's strategy to release capital. A buyer would need to assess room earnings, management contracts, renovation capital expenditure and the land value of the core location together.
Weave brings in Japanese capital to acquire three Tokyo apartment buildings comprising 108 rental homes
Weave Living has partnered with a consortium of Japanese investors to acquire three Tokyo apartment buildings comprising 108 homes, its second residential investment backed by domestic Japanese capital. The transaction value was not disclosed. The buyer said centralised operation and product upgrades would improve rental performance.
Earlier, Weave and KKR exited a portfolio of 14 Tokyo residential assets through a recapitalisation of approximately JPY 55 billion in early September. The latest acquisition shows the operating platform replenishing assets after completing an exit. Portfolio ownership supports unified branding, distribution and cost management, and illustrates Japanese institutional capital's demand for the stable cash flow of urban rental housing.
