GRA Market Weekly (2026-08-16)

Against the backdrop of the domestic drive to revitalise existing assets and the accelerating expansion of public REITs, Shanghai has taken the lead in launching the nation's first systematic policy on industrial and commercial land-use-right renewal. Shanghai recently issued trial guiding opinions on industrial and commercial land-use-right renewal, uniformly clarifying renewal procedures, land-price standards and processing rules, and closing an institutional gap in which the tenure of existing industrial and commercial-office land was uncertain and there was no standard for handling expiry.

Industry analysts note that the new policy, on the one hand, puts in place a routine renewal mechanism, stabilising corporate expectations for holding assets and firming up the basis for asset valuation; on the other, it specifically clears the core bottleneck for REITs issuance, flexibly accommodating tenure requirements through a dedicated fast track and resolving the problem of existing industrial and commercial assets being unable to be securitised. It is expected to effectively activate the local market for existing real estate and to provide a pilot template for the optimisation of related rules nationwide.

Shanghai issues new policy on industrial and commercial land-use-right renewal, clearing the core bottleneck for REITs issuance

The Shanghai Municipal Bureau of Planning and Natural Resources recently formally issued the nation's first systematic special policy document on industrial and commercial land-use-right renewal - the Guiding Opinions on Land-Use-Right Renewal for Industrial and Commercial Projects in Shanghai (Trial). It stipulates that "in special circumstances such as a planned REITs issuance, the tenure applied for may be determined according to the project's actual situation", effectively opening a fast track for REITs projects to align land tenure, and covers the full-process mechanism for industrial and commercial projects, including land-use-right extension, renewal upon expiry and early renewal.

Real estate REITs require a term of more than 20 years, yet a large volume of Shanghai's existing commercial-office stock has less than 20 years of remaining land tenure - a gap that had previously been the core obstacle to asset securitisation. With this bottleneck cleared, the pipeline of Shanghai commercial real estate REITs and infrastructure REITs applications is expected to expand significantly, with multiple projects likely to accelerate within the year.

Beijing Haidian Sijiqing plot sells for RMB 9.761 bn; China Jinmao takes "double land king" title after 130 rounds of bidding

On the afternoon of 12 August, the Xiran plot in Sijiqing, Haidian District, Beijing was granted at an on-site auction, with a starting price of RMB 8.555 bn, bidding increments of RMB 9 m and a bid deposit of RMB 1.711 bn. The plot drew five central and state-owned enterprises: China Jinmao, China Overseas Land & Investment, China Merchants Shekou, Poly Developments, and a China Resources Land + Yuexiu Property consortium. After more than 130 rounds of bidding, China Jinmao secured the plot for RMB 9.761 bn at a 14.1% premium; the blended accommodation value was RMB 68,400/sqm, with the residential portion reaching RMB 88,100/sqm.

CSC Shenyang International Software Park REIT plunges more than 20% in secondary trading in a short span

On 8 August, CSC Fund Management (中信建投基金) announced that the secondary-market closing price of CSC Shenyang International Software Park REIT had fallen to RMB 2.507 per unit on 7 August 2026, a cumulative decline of 20.39% since 10 July, triggering the Shanghai Stock Exchange's interim-report disclosure requirement for REITs. The underlying assets are three industrial park projects with above-ground GFA of 196,577.49 sqm and occupancy of 76.81% at the end of the reporting period (by GFA); distributable income for the first two quarters of 2026 was RMB 29.84 m, a 104.57% achievement rate; the projected annualised distribution yield for 2026 is 7.65%, significantly above the 5.24% implied by the issue price.

The episode reflects the current REITs market's weak liquidity and fragile investor sentiment, with price discovery heavily swayed by sentiment. The fund manager expressly cautioned that "secondary-market prices are affected by multiple factors including market sentiment and liquidity, and do not reflect the true value of the underlying assets". For institutional investors, the current REITs market offers allocation opportunities arising from mispricing, though liquidity risk warrants attention.

Shanghai Putuo "Home for Domestic Workers": a benchmark non-residential-to-affordable-rental conversion of an idle building

The project is located at 201 Lanxi Road in the Zhenru area of Putuo District, Shanghai, with the entire third floor planned as four-person dormitories totalling 579 beds. The building was originally planned as a shopping mall and had sat idle for nearly a decade due to poor operations. Under the coordination and guidance of the Putuo District Housing Administration Bureau, Ziroom Youyu took over the project and launched a non-residential-to-affordable-rental conversion, formally bringing it into Shanghai's affordable rental housing system. Rents are capped at affordable levels - c. RMB 1,000 per month for a bed with an exterior window and just over RMB 800 per month for a bed with a light-well window, far below the average shared-rental rent in the surrounding market. More than 150 domestic workers have already settled in, and a hotel has reached a cooperation intent. Amenities are complete: the project adjoins Metro Lines 11, 14 and 15, with a community canteen and convenience supermarket on the ground floor.

PAG acquires another three Wanda Plazas

PAG has recently moved again to acquire three Wanda Plazas, signalling that a segment of capital, with PAG as its representative, is using the market downcycle to make structural plays in commercial real estate as a "buyer". All three Wanda Plazas acquired are mature, locally established commercial complexes with stable footfall and lease bases. For example, Shanghai Songjiang Wanda Plaza is close to a metro station with retail area of c. 181,500 sqm; Quanzhou Puxi Wanda Plaza was Wanda's first A-grade flagship store nationwide, with a self-held shopping centre area of 270,000 sqm. Against the backdrop of asset price corrections, PAG has set up dedicated funds (such as the c. RMB 3 bn Suzhou Anyi Equity Investment Fund) and joined with institutions including Guangzhou Asset Management and Hony Capital to take over these assets with sustained cash flows at relatively reasonable prices, securing a high margin of safety. By combining the disposal capabilities of local AMCs with its own capital advantages, PAG is not merely "taking over" but leading subsequent asset operations and value enhancement, paving the way for a future exit (such as through REITs). Meanwhile, other foreign institutions, represented by KKR and Blackstone, have opted to exit at a discount due to fund maturities and declining market valuations.

With the yen depreciation effect compounding the office market recovery, office assets in core Tokyo are becoming a key allocation focus for global institutional capital, and Japanese REITs valuations remain attractive.
