Easing of purchase restrictions in Beijing and Shanghai drives a transaction recovery
Per China Index Academy, more than 420 new property policies have been issued nationwide so far this year; among the 30-plus policies issued in August, the easing of purchase restrictions in Beijing and Shanghai was without doubt the focus of market attention. Both markets responded positively after implementation: new-home and second-hand transactions both grew in Beijing, with new homes rising more markedly and monthly online registrations up nearly 9% MoM. Shanghai also warmed, with visits and subscriptions rising notably at key new-home projects outside the outer ring; per Anjuke data, Shanghai second-hand transactions approached 20,000 units in August, a four-year high for the period. Beyond Beijing and Shanghai, property policy easing continued across the country in August - Suzhou lifted resale restrictions, Guangxi proposed optimising price caps, and Changchun planned to cut down-payment ratios for new-home loans - with a series of targeted measures either in preparation or already implemented; Shenzhen also began gradually relaxing purchase restrictions from September, as cities nationwide build momentum for the traditional "golden September and silver October" peak season.
Listed property management companies' 2025 interim results
To date, apart from two companies that deferred their interim reports, all 63 listed property management companies have published 2025 interim results. In H1 2025, the 53 listed property managers that disclosed managed floor area had total managed area of c. 7.79 bn sqm, up 3.8% YoY, with growth slowing by 5.3 ppts from a year earlier. Country Garden Services had the largest managed area at 1.063 bn sqm, followed by Poly Property Services at 834 m sqm, with the top two clearly ahead of the rest of the listed field.
Since the start of 2025, proactive exits from project management contracts have become routine. Branded managers including China Overseas Property, Binjiang Service, Longfor Property and Jinke Smart Services have continued to give up some managed projects under sustained pressure. China Overseas Property exited 26.8 m sqm, while Ever Sunshine Services, Shimao Services and Jinke Smart Services each exited more than 10 m sqm.
Taken together, the reasons for these exits are chiefly that, under multiple pressures - rising costs, falling collection rates and sluggish growth in value-added services - companies are continuously replacing low-quality, low-efficiency projects.
22 cities add 18,000 centralised apartment units
In August, supply-side momentum in the national rental market continued to build, injecting strong vitality into the market. Major branded apartment operators accelerated new launches, and government-subsidised rental housing led by local SOEs came to market intensively, effectively filling gaps in housing demand. Per incomplete statistics, 55 representative centralised apartment projects newly opened across 22 cities nationwide in August 2025, totalling nearly 18,000 units. By asset type, 37 were newly built projects with over 13,000 units in total, while 18 were conversions of existing assets with over 4,000 units. By market attribute, 38 were government-subsidised rental housing projects with 11,000 units, while 17 were market-rate projects with over 6,600 units.
By city, representative new openings extended from tier-1 cities to new tier-1 and tier-3 cities and spread comprehensively, forming a diversified network covering cities at different levels of economic development and with different population mobility characteristics. Shanghai, Shenzhen, Jinan, Chengdu and Suzhou were the five cities with the largest supply of representative new openings this period.
